IT ALSO, IF WE DID WANT TO CREATE AD HOC COMMITTEES TO WORK ON DIFFERENT THINGS, IT WOULD ALLOW FOR THAT AND GIVE YOU EXTRA TIME TO DO THINGS OF THAT NATURE. BUT, UM, THAT IS MY PROPOSAL, UM, TO YOU ALL. I DON'T KNOW IF COUNCIL WILL GO FORWARD OR NOT, BUT, UM, I, I THINK THAT, UM, IT WOULD BE, UH, PROBABLY IT WOULD, IT WOULD GIVE US ALL A LITTLE BIT MORE TIME, UM, ESPECIALLY STAFF. 'CAUSE ESSENTIALLY WHAT WE DO IS IT'S, IT'S BASICALLY LIKE DOING A, A CITY COUNCIL REPORT. SO IT'S NOT LIKE IT USED TO BE TO WHERE WE WOULD JUST KIND OF POST THE AGENDA AND, AND NOW IT GOES THROUGH OUR ATTORNEYS, THE CLERKS, EVERY, IT'S A LONG PROCESS. SO AS SOON AS WE'RE DONE WITH THIS MEETING RIGHT NOW, WE'D WAIT ABOUT A WEEK AND THEN START THE PROCESS ALL OVER AGAIN. NOW WE'RE ON REPORTING ON THE PROPOSED UPDATES TO THE SOCIAL OPPORTUNITY ENDOWMENT, OR SOE FUND ORDINANCE RECOMMENDATIONS. STAFF RECOMMENDS THE HUMAN SERVICES COMMISSION RECEIVE A REPORT ON THE PROPOSED UPDATES TO THE SOCIAL OPPORTUNITY ENDOWMENT FUND ORDINANCE. PLEASE SEE ATTACHMENT TWO, CHAPTER 3.45, SOCIAL OPPORTUNITY ENDOWMENT FUND. I LIKE MULTIPLE THINGS HERE. OKAY. SO I PULLED MY STAFF REPORT THAT I BROUGHT TO COUNCIL FOR TO GO OFF OF, AND NOW I CAN'T FIND IT ANYWHERE. UM, SO THIS IS, UH, EXCITING NEWS. UM, SO JUST A REFRESHER. UM, IN, IN 2006, THE COUNCIL CREATED THE SOCIAL OPPORTUNITY ENDOWMENT FUND. AND THAT CAME OUT OF A DEVELOPMENT AGREEMENT WITH SHEA HOLMES, UM, FOR NEARLY A MILLION DOLLARS. UM, AND THE INTENT WAS TO ASSIST US IN OUR, UM, UH, ABILITY TO PROVIDE ADDITIONAL GRANTS THROUGH, UH, SOME FLEXIBLE DOLLARS. SO ESSENTIALLY IT WAS A DEVELOPMENT DEAL WHERE, UH, THINK OF A LOT OF DEVELOPMENTS. WE SAY, IF YOU WANT TO BUILD THIS DEVELOPMENT, YOU MIGHT NEED TO BUILD A ROAD HERE, OR YOU MIGHT NEED TO BUILD A PARK HERE. THIS TIME WE ASKED FOR, UM, FUNDS FOR THE SOCIAL OPPORTUNITY ENDOWMENT FUND. AND SO THAT WAS IN 2006. WE SPENT THAT MONEY, UM, WELL, LEMME BACK UP. THE INTENT WAS TO HAVE IT BE A FULL ENDOWMENT. AND SO, UM, I THINK THE THOUGHT WAS THAT THEY WERE GONNA BE ABLE TO GET MORE DEVELOPMENT AGREEMENTS AND ACTUALLY MAKE IT A TRUE ENDOWMENT. THAT WASN'T THE CASE. UM, SO WE ENDED UP SPENDING DOWN THE FUNDS. I THINK WE DEPLETED IT IN 22, 23. AND SO IT LASTED QUITE A FEW YEARS. UM, IF YOU REMEMBER, UH, WE WERE ONLY ABLE TO SPEND $80,000 A YEAR. UM, THERE WAS NO, UH, CPI INCREASE OR ANYTHING OF THAT NATURE. IT WAS JUST 80,000. SO IF, IF YOU DO A, A COMPARISON TO WHAT $80,000 IS TODAY, IT'S MORE LIKE 130,000. AND SO, UM, WE WERE LOOKING FOR WAYS TO NOT ONLY REPLENISH THAT FUND, BUT UM, ADJUST THE, UH, ORDINANCE, THE MUNICIPAL CODE TO ALLOW US TO SPEND FOR ADDITIONAL DOLLARS. AND SO, UH, STAFF AND ECONOMIC DEVELOPMENT, THE CITY MANAGER'S OFFICE, HOUSING, HUMAN SERVICES AND PLANNING ALL BEGAN WORKING, UM, TO REPLENISH THE FUND. AND THERE'S TWO, TWO PROJECTS. UM, AGAIN, I WISH I HAD MY NOTES HERE, ARROYO SOME. AND THEN THERE WAS ANOTHER ONE, UM, THAT TOTALED, UM, I THINK IT WAS $1.8 MILLION. UM, AND SO THOSE PAYMENTS STARTED TO COME IN. AND SO, UH, WHILE WE RECEIVED THE DEVELOPMENT AGREEMENT FOR $1.08 MILLION, WE RECEIVED ANOTHER, UM, UH, DEVELOPMENT AGREEMENT THAT PUTS US AT A TOTAL OF $3 MILLION. SO WE WILL ESSENTIALLY HAVE $3 MILLION IN THERE. SO THAT IS QUITE A BIT MORE THAN WE HAD IN 2006. UH, TO MAKE IT A FULL ENDOWMENT TO START WITH, WE WOULD NEED ABOUT $7 MILLION. AND SO KNOWING THAT THE WAY THAT THE ORDINANCE IS WRITTEN, WE NEEDED TO GO IN AND ADJUST [00:25:01] IT TO ALLOW US TO, UM, UH, HAVE A LITTLE BIT MORE FLEXIBILITY ON NOT U USING IT AS A FULL ENDOWMENT, BUT A LIKE ENDOWMENT. SO IF YOU LOOK AT SOME OF THE, UH, LANGUAGE ON THE VERY FIRST PAGE, THE, UH, UNDER THE PURPOSE OF THE FUND, THE THIRD PARAGRAPH, IT SAYS THE FUND IS INTENDED TO BE SIMILAR TO AN ENDOWMENT. AND THEN THE NEXT SENTENCE, UH, IN ADDITION TO SLOWLY DRAWING DOWN THE PRINCIPLE TO SUPPORT. SO THAT WAS AN, AN AN ADDITION TO THE PREVIOUS ORDINANCE THAT ALLOWS US TO, UH, TREAT IT SIMILAR TO AN ENDOWMENT, UM, BUT NOT A FULL ENDOWMENT. UM, WE ALSO NEEDED TO CHANGE, UM, THE AMOUNT OF MONEY THAT WE COULD SPEND, AS I MENTIONED BEFORE. SO IN, UM, THIS, THIS SECTION, THE ADMINISTRATION AND ORGANIZATION OF FUND, UM, PARAGRAPH E, UH, WE CHANGED IT TO $150,000 MAY BE AWARDED EACH FISCAL YEAR. UM, THE AVAILABLE AWARD SHALL BE INCREASED FISCAL EACH FISCAL YEAR, BEGINNING FISCAL YEAR 26, 27 BY 3% OF THEN THE CONCURRENT TOTAL OF THE AVAILABLE AWARD. SO ESSENTIALLY WE'RE GONNA GET A 3% INCREASE, UM, EACH YEAR. NOW WE DID A, UM, A, A MODEL OF WHAT THE FUND LOOKS LIKE IN, IN 20 YEARS. AND SO BASED ON THE $3 MILLION, ASSUMING NO MORE MONEY GOES INTO IT, UM, AND A 4% DID WE SETTLE AT 4%? YEAH, YEAH. 4% RETURN INVESTMENT THROUGH THIS, THE CITY'S INVESTMENT POLICY. UM, PLUS THE 3% INCREASE. WE'RE GOOD FOR THE NEXT, YOU KNOW, 20 SOMETHING YEARS JUST ON THE 3 MILLION ALONE. AND OUR GOAL IS TO CONTINUE TO CONTRIBUTE TO THE SOE. AND SO, UM, HOPEFULLY WE GET IT TO A POINT TO WHERE IT'S JUST, YOU KNOW, THE INTEREST ALONE WOULD, WOULD BE, UM, KEEP US OR SUSTAIN THE FUND ALSO IN THAT SECTION E THE, THE SECOND PARAGRAPH, UM, THIS TIED OUR SPENDING SOMEHOW TO THE, UM, COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. NONE OF US COULD QUITE FIGURE OUT WHAT THAT MEANT. UM, WE, OUR ATTORNEYS LOOKED AT IT, THEY COULDN'T QUITE FIGURE IT OUT, AND WE DIDN'T. SO WE JUST ELIMINATED THAT LANGUAGE. UM, SO THAT WAY, FOR WHATEVER REASON, IT'S NOT IN, IT'S NOT TIED TO ANY OF OUR COMMUNITY BLOCK GRANT FUNDS. AND WE ALSO DID THAT BECAUSE QUITE FRANKLY, WE DON'T KNOW IF THOSE FUNDS ARE GONNA BE AVAILABLE, UM, HERE IN THE NEAR FUTURE. UM, AND SO WE ELIMINATED THAT PORTION OF IT. SO REALLY IT WAS A PRETTY SIMPLE, UM, IT TOOK A WHILE, BUT IT WAS A PRETTY SIMPLE, UM, AMENDMENT TO THIS, UH, ORDINANCE THAT WAS PASSED IN 2006. AND SO, UM, WE WILL, WE DID INCLUDE THE $150,000 IN, UM, THE, THIS PREVIOUS, UM, GRANT CYCLE. AND SO, UM, PRE AWARDED IT, YEAH, WE PRE AWARDED IT KNOWING THAT WE WERE GONNA AMEND THE, THE, UH, UH, THE, UH, MUNICIPAL CODE. UM, AND SO, UM, I DUNNO IF YOU HAVE ANY QUESTIONS, BUT IT'S GOOD NEWS. THIS IS, AND UM, YEP. I SHOULD NOTE THE COUNCIL, UH, HAD THE SECOND READING LAST NIGHT. UM, AND THAT'S WHY I, I ORIGINALLY IN THE STAFF REPORT OR WHATEVER HAD THAT, IT WAS ADOPTED BY COUNCIL AND I, KNOWING IT WAS GONNA BE PASSED LAST NIGHT, BUT BY THE TIME WE, UM, PUT THE AGENDA OUT, THE ME THE COUNCIL MEETING HADN'T HAPPENED YET. SO I WAS A LITTLE AHEAD OF MYSELF WITH THAT ONE. BUT IT IS, IT'S OFFICIALLY ADOPTED, IT'S OFFICIALLY ADOPTED NOW. SO, UM, WE CAN, UH, MOVE FORWARD WITH THAT. AND THE 3% INTEREST, I MEAN THE 3% INCREASE EACH YEAR IS REALLY NICE. UM, BECAUSE I, IT, YOU KNOW, THE $80,000 JUST WASN'T CUTTING IT IN TODAY'S TIMES WITH, UM, JUST THE COST OF EVERYTHING GOING THROUGH THE ROOF. SO I DON'T KNOW THAT IT'LL KEEP UP WITH THE PACE OF, BUT IT'S GONNA HELP. SO I DON'T KNOW IF YOU HAVE ANY QUESTIONS OR HOW DOES THE, UH, 150,000 PER FISCAL YEAR AND THEN THE 3%, UH, BEGIN 26 5, THE TWO YEAR GRANT CYCLE? SO I JUST PRECALCULATE OUT. UM, SO I DID THIS YEAR I ADDED THE 3% TO THE 26, 27 PUBLIC SERVICE GRANTS. I JUST DID A STRAIGHT ALLOCATION TO EACH ONE EQUALLY, UM, FOR THE SECOND YEAR OF THIS LAST GRANT CYCLE. BUT I CAN TAKE A LOOK IN THE FUTURE. IT MIGHT NOT ALWAYS BE THAT IT'S AUTOMATIC, LIKE, YOU KNOW, SO I'LL CALCULATE THE 3%, UM, FOR 27, 28, WHICH WILL BE OUR NEXT, YOU [00:30:01] KNOW, AND SPREAD THAT OUT BETWEEN THE GRANTS. AND THEN WE CAN TALK ABOUT WHETHER IT'S JUST AN AUTOMATIC 3% INCREASE TO THOSE ALREADY AWARDED OR IF, YOU KNOW, IT'S REALLY NOT THAT MUCH TO MAKE A WHOLE NEW AWARD, BUT EVENTUALLY IT MIGHT BE WHERE WE JUST FUND ANOTHER GRANTEE.
